Sergey А. Malyanov: «new model of universal service obligation should provide the possibility for transaction from universal access to universal services»

On the 2nd of September 2011 acting Head of the Federal Agency of Communications Sergey A. Malyanov has presented the report on the development of communication services, based on universal service obligation, at the meeting of the Presidium of the Russian Federation President Council for the development of information society in Russian Federation.

In the report the analysis was given on the results of the first five years (2005 – 2010) of universal service obligation implementation, as well as possible ways for further system enhancement and development.

Resuming the results of the fulfilled work Sergey A. Malyanov has underlined: «the tasks of the five years’ phase are fully fulfilled. Within the first phase there were provided for Russian citizens in all population centers the guaranteed access to communication services via public telephones and for the citizens in population centers with the population 500 and more persons the guaranteed access to communication services via public Internet access points. During five years there were more than 148 thousand public telephones and about 21 thousand public Internet access points installed. In the beginning of installation process about 45 thousand population centers were lacking telephone connection. Besides, for these tasks resolving the telecommunication infrastructure was created, the last miles of which have reached distant areas, where there were no communication at all».

Speaking about the further development of the universal service obligation system, the acting Head of Rossvyaz has pointed out: «this work should be based on the precise social and economic key marks of the system functioning efficiency, marks of operators work estimation and objective marks of modern communication services reach. New universal service obligation model should provide the possibility for transaction from universal access to universal services».

In the report the ways for further system enhancement were presented, аs well as problems, which are to be solved.

The presented results of the system implementation and the perspectives of its development were discussed by the representatives of communication operators and business community, who were taking part in the meeting.
