At the UPU seminar in Kiev the postal reform was discussed

On the 6th and 7th of September 2011 in Kiev the International Bureau of the Universal Postal Union held the seminar “European and CIS countries support in consolidation and promotion of postal reform processes”.

Among the participants of the seminar there were representatives of UPU, PostEurope, and Communications Administrations from Azerbaijan, Belarus, Kazakhstan, Kyrgyzstan, Moldova, Russian Federation, Tajikistan, Uzbekistan and Ukraine.

At the seminar the UPU methodology of postal reform, regional UPU project for the support of the integrated plan of postal reform and development in European and CIS countries, as well as a plan of postal reform financing were presented. Besides, the participants discussed the definition of universal postal service and regulation in postal sector, post operators’ modernization and experience of postal sector reform in the RCC countries.

On the 8th of September 2011 in Kiev the 33/22nd joint meeting of the RCC Postal Commission and Postal Operators Board was held.

In the meeting representatives of RCC Executive Committee, UPU and Communications Administrations of the RCC countries took part.

At the meeting there were discussed 11 questions, main of which were the following: the results of the Regional roundtable on the future UPU strategy, the RCC preparation for the 25th UPU Congress, the Action plan of RCC participants cooperation in the field of providing postal security for 2011-2012, realization of the Concept of Express mail system within RCC, as well as election of RCC Postal Commission and Postal Operators Board management.

The deputy Head of the Federal Agency of Communications Dmitry O. Panyshev was re-elected as the deputy Head of the Commission.
