Was born on October 5, 1957.

Graduated with honors from the Moscow Technical Institute of Communications majoring in "Automation of communications enterprises".

From 1986 till 1991 – the senior engineer, leading engineer, chief technologist of the Main Department of postal communication of the Ministry of Communications of the USSR.

From 1991 till 1993 – Chief Specialist, Deputy Head of the Department of postal communication of the Ministry of Communications of the RSFSR.

From 1993 till 1996 – Deputy Head of the Federal Department of postal service at the Ministry of Communications of Russia.

In 1996 – Deputy Director of the Federal Postal Service of the Russian Federation.

From 1996 till 1999 – Deputy Head of the Department of postal  communication, the Dputy Head of the postal service of Ministry of Communications of Russia, Russian State Committee, The State Telecommunication Commission of the Russian Federation.

From 1999 till 2001 – Deputy Director of the State Enterprise "Central Collector of Scientific Libraries" of the Ministry of press of Russia.

From 2001 till 2004 – Deputy Head of Department for Supervision of communication and informatization of the Ministry of Communications and Mass Media of the Russian Federation.

From 2004 till 2007 – Head of the Administration and Finance Department of the Federal Service for Supervision in the Sphere of Telecom, Information Technologies and Mass Communications.

From 2007 till 2010 – Head of the Administrative and Legal Department of the Federal Communications Agency.

Since 2010 – Deputy Head of the Federal Communications Agency.

Awarded the title "Honored Worker of Communications of the Russian Federation", "Master of Communication".

State Councilor of Russian Federation of the III class.
