Was born on May 28, 1964.

Graduated from Gorky radio electrotechnical technical school, Gorky University named after  N.I. Lobachevsky.

From 1983 till 1988 – the tester of details and devices of electronic equipment, the design engineer, the engineer of Gorky plant of the equipment of communication named after  A.S. Popov.

From 1988 till 1989 – the master of the II group of Gorky experimental plant "Etalon".

From 1989 till 1991 – work in several commercial organizations.

From 1991 till 1994 – Chief Commissioner office of Pension Fund of the Russian Federation in the Nizhny Novgorod Region.

From 1994 till 2001 – the Department Director, Deputy Chairman of  the Board of Nizhny Novgorod Social Commercial Bank «Garantiya».

From 2001 till 2003 – the General Director of the billing company "Centre-SBK".

From 2003 till 2007 – the director of Control of Federal postal communication in the Nizhny Novgorod Region – Federal State Unitary Enterprise Russian Post branch.

Since 2007 – the deputy head of Federal Communications Agency.

State Councilor of Russian Federation of the II class.

Married and has two daughters and a son.
