He was born on July 12, 1965 in Kalachinsk the Omsk region.

Graduated from the Ordzhonikidzevsky higher combined arms command twice red banner school named after Marshal of the Soviet Union A.I. Eremenko;  The Frunze Military Academy.

From 1982 till 2006 he served in the Armed forces.

From 2006 till 2007 – the deputy head of Department – the Office of VGTRK, the head of department of the protocol and planning of Federal State Unitary Enterprise «The All-Russia State Television and Radio Broadcasting Company».

From May 15, 2007 till December 14, 2007 he passed professional retraining in the Russian Presidential Academy of National Economy and Public Administration  according to the "State and Municipal Administration" program.

From 2007 till 2008 – the deputy director of Department of the press service, information and the protocol of the Government of the Russian Federation.

From 2008 till 2011 – the Director of the Administrative Department of the Ministry of Communications and Mass Media of the Russian Federation.

From 2011 till 2012 – the deputy Minister of Communications and Mass Media of the Russian Federation.

Appointed head of the Federal Communications Agency by the Government of the Russian Federation n 632-p from 23 April 2012.

State Councilor of Russian Federation of the I class.
