Universal service obligation

In the forming global informational society the efficiency of state policy in the field of communicational technologies development depends on the equal access for all citizens to communication services. The principle of universal service obligation or equal access to communication services is one of the mainstreams of a state communication policy in many countries. 

In Russian Federation the equal access principle for the first time was indicated in the Federal Law "On communications" dated 2003. In accordance with the law (PDF, 35.74 Mb Posted: 13.09.2011 14:42, Changed: 13.09.2011 14:47) rendering of communication services via public telephone and public Internet access points is guarantied on the territory of Russian Federation.

Providing the equal access to communication services is aimed to all Russian citizens, but first of all to those, living in rural, remote and out-of-the-way areas.

By 01.01.2016 there are 148 863 public telephones and 20 978 public Internet access points are installed in Russia.
